Have someone reputable do the prep, and if you are really strapped for cash have someone like Maaco spray it.
All in all, you get what you pay for with bodywork. Cheap price, cheap work. Just my $.02.

True but it also depends how good the person is thats doing the work and their attention to detail. One of my friends does body work on the side and he does really good quality work and is excellent at rot/rust repair.

You do get what you pay for, there are some people who will paint over hair and dust on your car without a care and tell you to screw if you have an issue, then there are good guys like the bodyshop that I bring my projects to, where attention to detail is key, such as one thing on my car I found done after it got resprayed, even took the time to perfectly tape off the OEM under hood decals to preserve them, painted underside of hood, took off, and made it look like it was the factory job. There are a lot of con's out there in the auto repair world, the thing you want to do is base your painter off of cars he or she has previously completed, never word of mouth. If the painter has pictures of previous work, more or less a portfolio, that is good, but the best way to choose is the test of time, seeing a car a year or more later after it was painted tells you a lot, if the bodywork and or repairs done were poor. Rust can come back in a day, or it could never come back (not counting wear and tear as the reason), it all depends on the person doing the work.
